Another one of my older creations, yet still amazingly applicable as reorganizing NCAA football conferences is one of the favorite talking points for any college football fan.
For me, the first point in "fixing" college football, has to be reducing the number of teams in the "top tier," however you define that. That essentially meant taking the top half of the current-FBS Division 1 and making that its own, new Division 1; meanwhile, the remaining bottom-dwellers of the current-FBS alongside the top teams of the current-FCS combine to make the new Division 2. These are the divisions that matter because, in an ideal world, this reconfiguration lives in a world of promotion & relegation. This is also relevant because this system ensures that teams not only play one opponent from each of the other Division 1 conferences, but also one opponent from the Division 2 equivalent to their conference. After that consideration, this reworking obviously takes geography as the second-most important factor.

I've gotten a lot of flak for certain teams being "demoted" to Division II. I still defend my position because promotion/relegation will let this fix itself. However, that said, if I were to do this again, I'd probably switch Vanderbilt and Miami-FL,
